Buhari responsible for Nigeria's economic woes - Rep

The member representing Osisioma federal Constituency in the federal house of Representatives,  Mr Solomon Adaelu has blamed President Buhari for the current economic woes of Nigeria 

The full message he sent to his constituents is reproduced below:

The late budget consideration and its passage and the president's accent has resulted to a lot of economic hardship. This is as a result of the president 's failure to constitute the federal executive council on time.Ministers enunciate polices, programs and prepare budgets before sending to the National Assembly for consideration .The economic hardship Nigerian's experience today is as a result of the failure by Mr president to constitute the executive council on time.
It is near impossible for 2016 budget to be implemented 100% within this budget year.
There re no defined economic direction at the moment. Over 32 industries in Aba alone have completely shut  down production due to none availability of forex to procure raw materials for production.plastic industries , chemical and allied industries who's raw materials are 98% hydrocarbon base have completely short down production. Petrochemical industries are nonexistent .One wonders where exactly the policy direction of the federal government is headed .
As ur representative , I shall be proposing a bill for constitutional amendment that will give a time line to the constitution of states and federal executive council . Section 147 shall have subsection 7 that will provide that 'nomination of members of federal executive council shall not exceed one month after the president have taken oath of office.
I shall welcome input and discussions on this proposed bill.
