Reps fault President Jonathan on withholding assent to constitution review

The House of Representatives yesterday condemned President Goodluck Jonathan’s refusal to assent to the Constitution Amendment Bill, saying he acted in error.

President Jonathan, in a letter dated April 13, told the lawmakers that he withheld his assent to the bill due to inconsistencies, lack of clarity and evidence to show that four-fifth of the 360 members agreed to their decision on certain clauses.

Speaking to newsmen yesterday, Minority Whip, Samson Osagie, who spoke on behalf of the House Ad-hoc Committee on Review of the constitution, contended that there were facts to prove that the lawmakers met the constitutional requirements for the process.

Osagie said the House proceedings of Wednesday, July 24, 2013, showed that 338 members were in attendance when the amendment to Section 9, which seeks to dispense with the president’s assent to a constitution amendment bill, was effected. While 317 voted in support of the amendment, he said six lawmakers voted against it. He said 15 others abstained from voting.
