Delta state Governor, Emmanuel Uduaghan recently lamented over the use of civilians in keeping security across the country. He cautioned the newly posted Commissioner of Police (CP) to Delta State, Alkali Baba Usman, not to condone such a practice.

The Governor was speaking when the new CP paid him a courtesy visit at the Government House in Asaba, the state capital. He maintained that certain civilian outfits across the country have been proscribed by successive governments because of their unsophisticated methods and formation. He went on to advise that they should not be trusted to keep security in the state.

Uduaghan, while expressing confidence in the ability of Nigeria security operatives in tackling security challenges across the country, flayed the use of civilians in such endeavours. According to him, groups like Bakassi Boys and the Movement for Actualization of the Sovereign State of Biafra (MASSOB) were banned because of their unlawful, unskilled and nasty natures.

He declared: “We have refused to encourage civilian security outfits like Bakassi Boys and others because we believe the police and other security agencies are capable of handling security challenges. The Governor alerted the CP on the activities of secret cult boys, which he said “have been banned in this state”.

He wondered how secret cults still infiltrate the secondary schools and communities despite the fact that over 40 identified secret cult groups have been banned in the state. He charged the CP to gird his loins ahead of the 2015 general elections, and prepare not to fail “if any politician is caught engaging in acts capable of breaching the peace.”

“We are determined to enthrone peaceful elections in Delta state ... If we fall out of line, do not hesitate to whip us back in line”, he stated.

He finally urged the new CP to collaborate with other security agencies within and outside the state to enable him achieve the desired results.

In his response, the CP, accompanied by some heads of other security agencies in the state, told the Governor and members of the state executive council that he was posted to the state to consolidate on the prevailing peace and tranquility in the state. He expressed the belief that with effective policing of the state that success was inevitable. Giving firm assurance he said, “I am ready to take all advice, all criticism to enable the people of Delta State sleep with their two eyes closed.”
